Supreme court has ruled that army cannot use extreme force in disturbed areas like Manipur.
How?
Supreme court made this order after hearing a petition by Mr. Suresh Singh, seeking to repeal "the Armed Forces Special Powers Act", that provides special powers to the Indian Armed Forces in turbulent areas and also seeking a CBI probe into extrajudicial killings .
Why?
The Chief Justice came to this conclusion after examining 62 cases among the 1,528 alleged fake encounter have been executed in Manipur. The 62 cases were chosen in random and investigated, it was found that all of them turned out to be fake. In all these 62 cases not even an FIR had been launched against the deceased. The court has also asked for details of all the 1528 cases.
The supreme court has allowed the army to investigate the cases of fake encounters if it wants to, but has ordered that these cases must investigated by an independent agency.
And so
This ruling would be a minor victory to civil rights activists like Irom Sharmila, she has been on a fast since 2006 demanding AFSPA be repelled, as it has been cause for multiple and horrible human rights violations including rape and murder, in Manipur.
